So that the matter of reports, overtures, and resolutions to the convention is not overlooked, the following brief summary of what happens to reports and overtures that are submitted to the convention is provided for your information. The details of this process are described in more detail in the 2007 Handbook of the Synod in Bylaws 3.1.6ff. However, the following simple outline highlights the basics.
Step 1:
Submission of Reports and Overtures by Districts, Congregations, Conferences, Circuit Forums, Boards, Commissions, etc.
Step 2:
Review of Reports and Overtures by Floor Committees
Step 3:
Floor Committee Action:
• Submission of Overture to Convention in Resolution Form, or
• Inclusion of Overture in Omnibus Resolution, or
• Declination of Overture
Note that all overtures received are acted upon by floor committees for consideration by the convention.
Step 4:
Resolutions presented for Convention Action

A copy will be mailed to every convention delegate, member of the synod, congregations, and individuals.
